Cultural Resource Survey for the Proposed Six-Acre Wastewater Treatment Plant Site in Flovilla, Butts County, Georgia

Abstract

TRC was contracted by the City of Flovilla to carry out a Phase I cultural resource survey of a 6-acre tract slated for a wastewater treatment facility in Butts County, Georgia. The work was carried out to assist the City comply with Section 106 of the National Historic Preservation Act of 1966, as amended, as required in light of project support from a U.S. Department of Agriculture rural development grant. The survey was carried out on August 24, 2011. No archaeological sites were encountered during the survey. However, two historic architectural resources were identified in the project's Area of Potential Effects. Both of these resources are recommended eligible for inclusion on the National Register of Historic Places. The proposed undertaking will have no adverse effect on the Southern Railroad as modem changes have affected the viewshed of the resource at various points along its length and the proposed wastewater treatment facility will present only a minor change to the resource's viewshed. The other resource (HR1), a tum-of-the-century Folk Victorian dwelling, has a minimal view to the project area from the second floor of the structure. Vegetation, the intervening raised railroad bed, and distance will almost completely mask the view to the proposed undertaking. An existing tree buffer between the proposed facility and HR1 is to be maintained, and will ensure that the viewshed is protected. Given the minor nature of likely visual effects on the two historic properties, TRC recommends that the project will pose no adverse effect. We recommend no further consideration of cultural resources in advance of the proposed undertaking.
