Phase I Archaeological Survey of the Webbs Creek Electrical Substation, Banks County, Georgia

Abstract

On October 7 through 10, 2016, Brockington and Associates, Inc. completed a background literature review and field investigations for a Phase I archaeological survey for the proposed Webbs Creek 115/25kV electrical substation site located northeast of the intersection of Webbs Creek Road/CR-164 and of GA-15/US-441 south of Homer, Georgia (Figures 1-6). This letter reports summarizes the archaeological resources survey study methods, results, and recommendations related to the investigation of the project area.

                The property is approximately 5.603 acres comprised largely of a cleared lot along the recently constructed extension of US 441. The substation sites lies along the north-facing ridge projection above an unnamed tributary to the Hudson River, which lies approximately one mile to the northeast. The entire 5.603-acre property is considered the Area of Potential Effects (APE) for the investigation. The archaeological investigations consisted of an examination of archaeological site forms from previous surveys along with a shovel testing survey and surface inspection within the APE.

                In summary, Brockington and Associates, Inc. has identified no archaeological resources within the APE for the proposed Webbs Creek electrical substation. Furthermore, due to the absence of additional cultural materials or sites, it is very unlikely that significant archaeological resources will be affected and therefore we recommend that the undertaking by the GTC be allowed to proceed as planned.
