Negative Findings Phase I Archaeological Survey of the Proposed Harrison NSB-GA Telecommunications Facility in Georgetown, Quitman County, Georgia

Abstract

A Phase I archaeological survey was performed on April4, 2015 of the proposed lease area and access of the Harrison NSB-GA telecommunication facility located in Georgetown, Georgia (31° 51' 39.4" N, 85° I' 46.1" W). The study was conducted for Terracon Consultants, Inc., on behalf of Cellco Partnership and its controlled affiliates doing business as Verizon Wireless, in order to locate and identify cultural resources and to assess resource significance based on National Register of Historic Places (NRHP) criteria (36CFR Part 60.4 (a-d]. This project was conducted to

comply with the provisions of the Federal Communications Commission (FCC) permitting under the Nationwide Programmatic Agreement (47 CFR Part 1). In accordance with the permitting process, the survey was conducted in compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended.

Subterraine performed an intensive Phase I archaeological survey of the proposed Harrison NSB-GA project area on April 4, 2015 in compliance with Section I 06 of the National Historic Preservation Act of 1966, as amended. The archaeological survey area is equal to the area of ground disturbing activity (APE for direct effects), which is a 100-ft by 100-ft (30-rn by 30-m) proposed lease area and a 151.42-ft by 30-ft (46-m by 9-m) proposed access easement (Fig.4). In addition, a 3/4-mile visual APE was assessed in order to research the indirect effects that the proposed tower

may have on archaeological sites listed or eligible for listing in the NRHP. The project is located in central Quitman County 7.5 km (4.6 mi) southeast of Georgetown, Georgia and 222m (728ft.) northeast of the intersection of US Highway 82 and Quitman County Road 61 (Fig. 1). Billy McCarley completed the fieldwork and subsequent data analysis for this project.

There are no archaeological materials (i.e., culturally modified artifacts, features, deposits, or human remains) located within the APE for direct effects. A total of eight negative shovel tests (STs 1-7 & 9) were excavated within the proposed project area

Because of the absence of archaeological materials within the proposed project APE, Subterraine recommends that the current proposed project receive archaeological resource clearance; no further archaeological work is recommended for the project area APE for direct effects.
