Abstract

A finding of No Adverse effect is anticipated for the 9GW145. In the area of the resource, project implementation would consist of directional boring approximately 5 to 10 feet beyond the toe of the road slope to install conduit and cable. Based on the plan sheet, no other ground disturbing activity would occur along any other portion of the site beyond the 5 to 10-ft. portion needed for direction boring along the toe of the road slope. The current proposed project occurs within the previously destroyed portions of 9GW145 along the northern shoulder of Ronald Reagan Parkway. However, the work falls within portions of the site previously mitigated and destroyed during construction of Ronald Reagan Parkway, and, therefore, these activities are not considered adverse. The project implementation would not result in the physical destruction of, or damage to, portions of archaeological site 9GW145 that contain significant data potential, resulting in a finding of No Adverse Effect. Intact portions of the site outside of the project limits will be designated an Environmentally Sensitive Area (ESA) on project plans and protected during construction and will not be adversely impacted. Because the directional boring will not cause any visible disturbance on the surface of the project area, there will be no indirect effect to the remaining portion of the site outside the project area, nor will any additional access be created by the proposed project. The remaining portion of the site outside of the project APE will be designated as ESA Resource 1 and orange barrier fencing will be installed along the border between the project APE and remainder of the site in order to minimize damage during construction.
