Addendum Phase I Archaeological Survey of the West Kingsland Bypass, Camden County, Georgia

Abstract

The proposed project would widen and improve Colerain Road (CR 61) from SR 40, west of Kingsland, to the 1-95 interchange to facilitate the Kingsland Bypass, a coastal evacuation route. The existing two-lane roadway would be widened to provide a four-lane divided highway with a 32-foot depressed grass median, 10-foot rural outside shoulders (6.5-foot paved) and 6-foot inside shoulders (2-foot paved). At the project's western terminus, Colerain Road would be aligned with the western leg of SR 40, which is proposed to be widened under Project STP 00-0000-00(820), P.I. Number 0000820. The two-lane eastern leg of SR 40 would be relocated to form a T-intersection with realigned Colerain Road. This project would also involve the relocation of a 1.9-mile section of Colerain Road north of the existing roadway beginning approximately 1.3 miles west of US 17 to 0.6 mile east of US 17. The new location section would be bridged over the First Coast Railroad and US 17/SR 25 (Ocean Highway). The existing at-grade railroad crossing at Colerain Road would be closed. A two-lane, two-way ramp would be constructed on the northeast quadrant of the bridge to provide local access to and from US 17. The relocated section of Colerain Road and the section between Martin Luther King Boulevard and 1-95 would have 16-foot urban shoulders with curb and gutter and 5-foot sidewalks on both sides. The project would be 5.07 miles long.

The project area was previously surveyed by MAA (Mccarley 2015}. However, since the original survey, design changes increased the APE, requiring additional archaeological survey of those changes. Therefore, MAA returned and completed an addendum survey of 15 areas (Attachments 2- 10) along the project area. These areas will hereafter be called addendum survey areas or addendum areas.

Addendum areas 1 and 3 were surveyed because of extensions of project limits along SR 40; addendum area 2 had an increase in ROW; addendum area 4 was the result of an addition of drain easement; addendum area 5 was the result of extended project limits along McKendree Road; addendum area 6 was the result of an extension of project limits onto Berry Street; addendum area 7 was the result of an extension of project limits along an unnamed dirt road tie-in; addendum area 8 was the result of an extension of project limits along Holly Haven Drive; addendum area 9 was the result of an extension of project limits along Kingsland Cemetery Road; addendum areas 10 and 11 were the result of an extension of project limits along US 17/SR25; addendum areas 12 and 13 were the result of additional ROW requirements along Colerain Road near Helen Taylor Lane; addendum area 14 was the result of additional ROW along Marthas Lane; and addendum area 15 was the result of an extension of project limits along Colerain Road near the I-95 interchange (see Attachments 2-10).
