Cultural Resources Survey of the Proposed Berrien County Industrial Park, Enigma, Georgia

In January of 2008, Southern Research, Historic Preservation Consultants, Inc. conducted a Phase I cultural resources survey on' a 175 acre tract in Berrien County, Georgia, just east of Enigma, Georgia, along Georgia Highway 520. This work was conducted for Watkins & Associates LLC in preparation for the possible development of the tract as an industrial park for the Berrien County Industrial Development Authority. The Berrien County Industrial Development Authority proposes to construct infrastructure for the industrial park using Economic Development funds. Because these funds are tied to Federal funding to Georgia, a cultural resources survey was required in order to comply with the National Historic Preservation Act (NHPA) of 1966 (as amended). Section 106 of the NHPA requires that the State Historic Preservation Office (SHPO) must be involved in considering the effects to any significant cultural resources that could be impacted from any proposed development involving federal funding or licensing. The property, which is currently under extensive pine plantation cultivation, is bounded on the south by Georgia Highway 520/82 (Corridor Z), on the west by County Road 116 (Fire Tower Rd.), on the north by Cleo Road, and on the east by Gum Creek. This entire area is considered the Area for Potential Effect (APE) for archaeology. The archaeological survey focused solely on the lands bounded within the APE. The APE viewshed for the historical architecture survey extended out about 250 meters around the project area in all directions. The flatness of the surrounding topography and the generally forested conditions present a limited view from the project boundary. A windshield survey was conducted for all standing historic structures within this perimeter. The Archaeological survey within the APE resulted in the discovery of three previously unidentified archaeological sites as well as one isolated find. Each site and isolated find is described fully in Chapter 4: Results. The three sites and one isolated find are recommended ineligible for the National Register of Historic Places (NRHP) listing. There were no standing historic structures within the project area's boundary and no significant standing historic structures within the project area's viewshed.
