Abstract

The proposed intersection improvement project is located at the intersection of State Route (SR) 33/United States (US) 3 I 9 Business/Tifton Highway/North Main Street with County Road (CR) 525/Sylvester Highway and SR 33 South/1st Street on the north side of Moultrie in Colquitt County, Georgia. The project limits on SR 33/US 319 Businesstrifton Highway/North Main Street would extend approximately 700 feet southwest and 800 feet northeast of the intersection. The project limits on SR 33 South/1 51 Street would extend approximately 950 feet southeast and on CR 525/Sylvester Highway would extend approximately 700 feet northwest of the intersection. The project limits on Swift Street would extend approximately 250 feet south of its intersection with CR 525/Sylvester Highway. The total length would be approximately 3,400 feet (0.6 mile). The current intersection is unsignalized with a stop sign control on SR 33 South/1st Street and CR 525/Sylvester Highway. The existing SR 33/US 319 Business/Tifton Highway/North Main Street consists of one northbound and two southbound variable-width through-lanes with curb and gutter and intermittent sidewalks. The existing typical sections on SR 33 South/1 sr Street and CR 525/Sylvester Highway consist of one northbound and one southbound variable width through lanes; curb and gutter with sidewalks are present southeast of the intersection and minimal unpaved shoulders are present northeast of the intersection. Auxiliary free flow right turn lanes are present for SR 33/US 319 Business/Tifton Highway/North Main Street northbound and for both directions on SR 33 South/1st Street and CR 525/Sylvester Highway. Raised medians and raised grassed islands are present adjacent to the bypass lanes and in the center of the intersection. The existing right-of-way (ROW) width is 100 feet on SR 33/US 319 Business/Tifton Highway/North Main Street and varies between 110 feet and 115 feet on SR 33 South/1st Street and CR 525/Sylvester Highway. The existing ROW width on Swift Street is approximately 35 feet. The existing speed limit is 45 miles per hour (mph) on SR 33/US 319 Business/Tifton Highway/North Main Street and SR 33 Southll't Street, and the existing speed limit is 35 mph on CR 525/Sylvester Highway. The proposed project would consist of construction of a roundabout at the intersection of SR 33/US 319 Business/Tifton Highway/North Main Street with SR 33 South/1 st Street and CR 525/Sylvester Highway. The roundabout would consist of a single travel lane and an elliptical 136-foot by 156-foot inscribed diameter. The roundabout and approach legs would have curb and gutter. Additional ROW up to approximately 55 feet in width would be required on either side of the roadway approaches and at the intersection. The maximum ROW width would be approximately 200 feet on SR 33/US 3 19 Business/Tifton Highway/North Main Street and approximately 150 feet on SR 33 South/1st Street and CR 525/Sylvester Highway. Temporary construction easements up to 25 feet in width would be required in the northeast and southwest quadrants. Temporary driveway easements up to 25 feet in width would be required. Approximately 25 feet of additional ROW would be required on both sides of Swift Street for a maximum ROW width of approximately 85 feet. Bypass lanes would be constructed at the northeast, southeast, and southwest quadrants. The design speed through the roundabout would be 15 to 25 mph. The Swift Street intersection with CR 525/Sylvester Highway northwest of the central project area is currently skewed. This intersection would be reconstructed with an improved skew and would continue to allow only right-turn movements.
