Abstract

Terranext undertook a reconnaissance level survey of the Tates Creek Site for Barran Telecom. Barran Telecom is seeking to build a 200-foot (76.2 m) monopole tower located within a fenced 100-x-100 ft (30.5-x-30.5 m) compound. This work was completed in compliance with Section 106 of the National Historic Preservation Act (NHPA), as outlined in the Programmatic Agreement relating to Cell tower construction for the Federal Communication Commission (FCC).

The proposed tower site is located at 1675 Hicks Road, Toccoa, GA. Although Toccoa is in Stephens County, this proposed tower site is actually in Franklin County. The proposed tower site is located on a parent parcel owned by William Daniel Dewberry. The proposed tower site is located at latitude N 34 degrees, 27 minutes, 34.7 seconds and longitude W 83 degrees, 23 minutes, 27 seconds. The surrounding area can be best described as rural residential with agricultural and farm activities. It is depicted on the United States Geological Survey 7.5- minute Topographic Lake Russell (primary) and Red Hill (secondary) Quadrangle maps (figure 1). Terranext conducted an intensive pedestrian and subsurface survey of the location on April 12 2006. No historic properties were identified during the course of the survey and the proposed action will have no effect on any cultural remains.
