An intensive cultural resource survey was conducted on 27 acres of land in Floyd County, Georgia that is proposed for development by Entergy Power Generation Corporation (Entergy) and Inland Paperboard and Packaging, Inc. (Inland).

This report presents the findings of a cultural resources survey for a natural gas pipe replacement project. The survey took place in southeastern Douglas County approximately five miles south of the city of Douglasville, Georgia.

Eelbeck was a dynamic community associated with Cook's Mill, a gristmilling complex in Chattahoochee County, Georgia. First settled in 1826, the area which became the Eelbeck community developed throughout the nineteenth century.
