An intensive cultural resources survey of the proposed Effingham County Development Authority Industrial Park was undertaken by Garrow & Associates, Inc., between January 3 and 13, 1995. A total of 16 cultural resources were encountered during the survey.

During a two-week period in the winter of 1990, Southeastern Archeological Services, Inc., conducted a reconnaissance level archeological survey of alternative locations for a water supply reservoir (Figure 1).

The Park Service collection from the Arthur Tarver site, presently curated at Ocmulgee National Monument, was examined by Chad O. Braley and Jerald Ledbetter of Southeastern Archeological Services, Inc., on October 6, 1992.

In April, 1991, Savannah Electric & Power Company [SE&PC] contracted with Brockington and Associates, Inc. to conduct archaeological, historical, and biological assessment studies of a proposed combustion turbine (CT) site in southeastern Georgia (Figure 1).

From July 18 to September 13, 1994 an archaeological field crew from West Georgia College conducted excavations at the base, on the slopes, and on the summit of Mounds A and B at the Etowah site in Bartow County, Georgia.

This proposal addresses a request by Tribble & Richardson, Inc. to conduct archeological investigations on a portion of the Arthur Tarver archeological site, in Jones County, Georgia.

This report contains the results of an archaeological survey, conducted by Garrow and Associates, Inc., of the immediate development tract in Effingham County, Georgia which may be selected for the Fort Howard Paper Company plant site.

This document has been prepared for use in completion of applicable Section 106 procedures in compliance with the National Historic Preservation Act (NHPA) of 1966 and subsequent amendments.

Garrow and Associates conducted archaeological testing Site 28, an early nineteenth century farmstead, in Effingham County development tract for the proposed Fort Howard Paper Company plant site. A crew of six spent a total of eleven days testing Site 28.

Environmental Corporation of America (ECA) has completed an Archaeological Assessment for the federal undertaking at the subject site. The subject site includes a proposed 100-foot by 126-foot lease area as shown on Attachment 12b.
