In December of 1824 the Georgia Legislature granted Ebenezer Jencks a charter for the construction of a canal from the Ogeechee River to the port city of Savannah, thereby providing the impetus for the construction of the State's first such facility.

Cultural Resources Survey was conducted on the 91-acre Withrow Land Exchange Tract (Compartment 784) in Western Gilmer County, April 6, 1981. The Cohutta Mountain foothill land is very steep, except for a 19-acre old field, now grown up in trees, along Rodgers Creek which bisects the Valley.

In May, 1978, Chung Ho Lee and Paul R. Fish conducted an archaeological survey of areas to be impacted by the proposed Ashburn, Georgia, 201 Facilities Plan. No archaeological sites were discovered as a result of survey by Lee and Fish (1978).
